EMS Compact Information for Agencies

EMS Compact:

Under Utah law, the EMS Compact allows qualified EMS clinicians with a valid, unrestricted license from another Compact Member State to practice immediately in Utah for an indefinite period. This is a vital workforce resource that BEMS strongly supports. The Compact strengthens our state's EMS system by enabling efficient cross-state response while maintaining high standards of public safety.

Key Compliance Requirements for Agencies and Employers

To ensure proper compliance and accountability, Utah EMS agencies and employers must adhere to the following:

  1. Verify Privilege to Practice:
    • Primary Source Validation is Required. The only authorized verification method is through the Compact’s official system at www.emscompact.gov, using the clinician’s National EMS ID Number.
  2. Orient Personnel to Utah Requirements:
    • Agencies must confirm that all clinicians operating under Compact privilege are familiar with Utah’s specific scope of practice, clinical protocols, laws, and EMS regulations.
  3. Understand Vetting Differences:
    • Compact personnel have been vetted by their home state. While all Member States prioritize public protection, eligibility standards may vary from Utah’s or your agency’s internal policies.
    • Agencies are encouraged to continue exercising appropriate diligence, including performing criminal history records checks consistent with internal policy.
  4. Encourage Utah Licensure for Permanent Staff:
    • While Compact privilege is lawful, Utah-based personnel intending to remain in-state are strongly encouraged to apply for a Utah EMS professional license.
    • Benefit: Qualified clinicians may continue to practice in Utah under Compact privilege while their Utah license application is being processed.
  5. Affiliation with an Agency is Mandatory:
    • Independent practice is NOT permitted. All EMS clinicians—whether Utah-licensed or practicing under Compact privilege—must be affiliated with a recognized Utah EMS agency operating under the direction of a Utah-licensed physician medical director.
